Is SETI Science?

Many of us are familiar with comparisons between SETI and Intelligent Design, where there are both differences and similarities. Yet amid all the comparisons I have seen, a discussion of whether or not SETI is science has been missing.

At first glance, SETI would seem to be science. There are a bunch of scientists using scientific instruments to make measurements to test a hypothesis. But there are various aspects of SETI that suggest SETI is not science.
